An analysis and discussion of the underlying problems experienced in the city of Jacksonville, Fla., in the late 1950s and 1960s which led to the adoption by referendum of a consolidated city-county government. A practicing attorney and assistant state attorney in the Jacksonville office, the author served on the City Council in the late 1960s and participated in many of the decisions and reforms.
